Can someone please explain whether the controller and helicopter should be turned on or off to charge, also what does the charge light do (is it supposed to turn on when charging?)

It needs to be off to charge. The newest ones with the extra rotors in the package does indicate that there is a charging indicator light. I think this is saying that it does indeed light when charging.
That is if it is the 3.7v 65mah battery and the Hughes 300 Fairy Mini RC Electric .
